An opportunity to learn about the organization, operations and services of city government,
the Hagerstown Neighborhood College is sponsored by the City of Hagerstown as part of its
Neighborhoods 1st program. Over the course of 9 sessions every Monday beginning in March
college participants will receive a wealth of information in order to further empower them in
leadership roles.

Schedule and Curriculum

Hagerstown Neighborhood College Spring Session 2010 will begin Monday, March 8, 2010.
Classes start at 6:30 p.m. at municipal facilities throughout the city. Transportation is the
responsibility of participants. Light refreshments will be provided. The curriculum includes the
following subjects:

  • Introduction to City Governance Utility Department
  • City Hall Departments Parks and Recreation
  • Police Department Public Works
  • Fire Department
  • Presentations of Participants’ Projects
  • Eligibility Criteria

To be considered for Hagerstown Neighborhood College, an applicant must Commit to attending at least 7 of the 9 sessions

Selection Process

Space in each session of Hagerstown Neighborhood College is limited to 20 participants.
Applications will be selected to create a diverse participant population from as many Hagerstown
neighborhoods as possible. Applicants who are not selected for a particular session will be put on a
waiting list with weighted consideration for future sessions. Applications received by February 26,
2010 will be given priority consideration; applications received after this date will be accepted as
space is available.

Applications are available through the City of Hagerstown’s Community Development
Department on the fourth floor of City Hall, or may be downloaded from the Neighborhood’s 1st

Event – John Brown Halloween Spectacular

JOHN BROWN HALLOWEEN SPECTACULAR - FRIDAY, OCTOBER 16, 2009

6:00 – 9:00 P.M. $5 Per Person

Portrayed by Larry & Constance Clowers, General Ulysses S. Grant will discuss his life, the war and his family’s connection to John Brown, while his wife, Julia Dent Grant will present a fashion show. Tour the Museum’s galleries with Ann Griffith as she tells haunting and tragic tales of Union and Confederate soldiers. Children can participate in bullet carving, an art form popular among troops as they model a bullet-sized piece of clay into a work of art and silhouette cutting, another fashionable pastime. Have your photograph taken as Abraham Lincoln, don the famous top hat and beard of “Honest Abe” as you pose for our photographer. Period refreshments such as gingerbread, hard tack, short bread, lemonade and apple cider will be sold in the galleries. Tickets are $5 per person for this very special, after-hours family event and can be purchased by phone or in person. HAGERSTOWN, MD – The Washington County Museum of Fine Arts will present the
Appalachian Wind Quintet in recital on Sunday, October 11, 2009 at 2:30 p.m.
Cinda and Spence Perry and an anonymous donor have sponsored the recital,
which is free and open to the public.  A reception, hosted by members of the
Museum’s volunteer organization, The Singer Society, will follow the
performance.
Dedicated to presenting woodwind quintet literature from its earliest
beginnings in the classical period to the present time, members, flutist
Barbara Spicher, oboist Ed Stanley, clarinetist Rick Mogensen, bassoonist
Scott Cassada, and French horn player Ed Schupp, have a rich knowledge of
musical styles and vast experience with orchestral and chamber music
repertoire.
Formed in 1987, the group is known for its superb musicianship and
innovative programming and has performed a great variety of concerts in the
Mid-Atlantic region.  Brief oral program notes throughout the concert give
an enlightening historical context to each composition.
The highlight of the concert will be the world premiere of a commissioned
work by Clear Spring, Maryland composer Dr. Neal Corwell.  The composition,
Passages, is a single movement work based on the development of two thematic
motives.  The piece has a very “hip” rhythmic drive that will be a great
addition to the woodwind quintet literature.  Passages is the fifth
commissioned work by the Quintet in an effort to
encourage new literature by regional composers, and is sponsored in part by
the Washington County Arts Council.
Dr. Corwell has spent nine years with the U.S. Army Band in Washington, D.C.
as one of the organization’s featured soloists and seven years as an adjunct
faculty member at Frostburg State University and Shepherd University
teaching low brass and electronic music.
Dedicated to collecting, preserving and interpreting works of art for the
people of Washington County and citizens from the quad-state (MD, PA, VA,
WV) region, for over seventy-eight years, the Washington County Museum of
Fine Arts has been recognized as one of the finest small museums in the
United States. Admission to the museum is free. It is accredited by the
American Association of Museums and its collection includes over 7,000 works
of art. This “crown jewel of Washington County” has an enduring commitment
to arts education and to the support of regional artists. The Museum offers
studio art courses, lectures, concerts, and exhibitions from its permanent

HAGERSTOWN, MD – The Washington County Museum of Fine Arts will present
Pianist Jennifer Tao in concert at the Washington County Museum of Fine Arts
on Sunday, September 20, 2009 at 2:30 p.m. for the third annual Inez H.
Perry and Mary G. Brandenburg Memorial Recital, sponsored by Cinda and
Spence Perry in memory of their mothers.  A reception, hosted by the members
of the Museum’s volunteer organization, the Singer Society, will follow the
concert.
Selections will include Une barque sur l’ocean from Miroirs by Joseph
Maurice Ravel (1875-1937), Fairy Tales, Op. 2I  by Nicolai Medtner
(1880-1951), Andaluza from Four Spanish Pieces by Manuel de Falla
(1876-1946), and Nocturne in E flat, Op. 55 #2 by Frédéric Chopin
(1810-1849).
Born in Miami, Florida, Tao began studies at the age of 5 and first appeared
as a soloist with an orchestra at the age of ten.  A graduate of the New
England Conservatory of Music, she received her Masters and Doctoral degrees
at the State University of New York at Stony Brook.
Tao has won enthusiastic audience reception and critical acclaim in
performances across the United States and Europe, including appearances at
Carnegie/Weill Recital Hall, Merkin Hall, and overseas in Poland and Spain.
She has collaborated with and premiered works of contemporary composers at
such festivals as the New Hampshire Music Festival, Tanglewood Music
Festival, Columbia and Princeton Universities, the Juilliard School and
Interlochen Arts Academy.  Tao is a faculty member at the Interlochen Arts
Academy and currently teaches piano at Princeton University,  She is also a
member of the Richardson Chamber players, the resident chamber music
ensemble at Princeton University.

Events at the Museum

The Washington County Museum of Fine Arts announces the 3rd Annual Autumn
Arts Festival in City Park to be held on September 12 and 13, 2009.  The
Festival is held in collaboration with the Jonathan Hager House and Museum,
Hagerstown Railroad Museum, the Mansion House Art Center and WCMFA.
Exciting events and activities are scheduled for each site and throughout
City Park from 10:00 a.m. to 5:00 p.m. each day.  The Museum’s events are
sponsored in part by the Washington County Gaming Commission, PNC Bank and
the Washington County Convention and Visitors Bureau.    Baked goods, snacks
and drinks will be available in the Museum’s parking lot and garden.
Saturday, September 12
Free Children’s Art Activities located in the Museum’s Parking Lot:  Leaf
printing, watercolor butterflies, “My Name” art center, scratch art, design
your own card center and watercolor snowflakes.

Historic City Park 1st Annual Block Party a Success!

The first Neighborhoods 1st Reynolds Avenue block party and yard sale got off to a slow, drizzly start Sunday, but as the sunshine began to show up mid-afternoon, so did the people.

“We’re trying to keep our neighbors together,” said Neighborhoods 1st organizer Laurel Kahn, a two-year resident of Reynolds Avenue, one of the residential streets bordering Virginia Avenue near Hagerstown’s City Park.

Aware of other Neighborhoods 1st groups around Hagerstown, Kahn said she figured her neighborhood could support one, too.

“All that was needed was for someone to have the spark to get it started,” Kahn said.

Throughout the afternoon Sunday, neighbors shared food, beverages, music and fun. The only things that required money were raffle tickets for a wide range of goods and services.

Live bands set up in Kahn’s front yard. All of the groups and individuals donated their musical services to the effort.

Children had games and face painting to keep them occupied, while others helped serve food all afternoon.

The centerpiece of the block party was a series of yard sales. Kahn urged her neighbors to clean out their closets and get rid of their rummage while meeting their neighbors.

Representatives of Hagerstown City Police and the Hagerstown Fire Department showed up for demonstrations and to exhibit equipment.

At 4 p.m., a K-9 demonstration by police drew a crowd of onlookers.

Despite the less-than-ideal weather, Kahn said she felt the purpose of getting neighbors together was achieved. She hopes there will be more similar events in the future.
