I would like to thank you in the participation of the last meetings election, (October 09), of the Historic City Park Officers. Thank you for your vote and I look forward to promoting a better neighborhood and bringing this community together to accomplish beautifying our area, enforcing a strong, safe neighborhood. Below you will find an outline of the officer’s responsibilities:

President: Ms Laurel Kahn, to act as principal officer and spokesperson of this organization. Provide leadership, direction to the general membership, Executive Committee meetings, standing and ad-hoc committees. Act as liaison between the organization and City of Hagerstown’s Neighborhood 1st program. Preside over all regular and special memberships leading orderly discussions enforcing rules that offer every member a chance to speak for or against a motion.

Vice President: Mrs. Deborah Agee, to ensure the continuity in the leadership of the organization by supporting and assisting the President. Attend and participate in all membership and Executive Committee meetings. In the absence of the President, assume all duties of that office.

Secretary/Treasurer: Mrs. Heather Holman, to oversee the record keeping, website, correspondence of the membership and Executive Committee of the organization, understanding relevant provisions of the bylaws and Neighborhoods 1st program guidelines and policies. Attend and participate in all membership and Executive Committee meetings. Maintain directory of all members. Record and secure the minutes of meetings of the membership and Executive Committee and maintain a permanent, accurate record of the activities of the meetings and having previous minutes readily available to the President. Assume responsibilities of the President in the absence of the President and Vice President.

Our next meeting will be held at the Emmanuel United Methodist Church at 802 Summit Avenue and Howard, the first Wednesday, (4th) of November at 7 pm. in the evening. We will be looking for 5 Team Leaders to volunteer and determine our future goals for our neighborhood for this next year. This next meeting will be an important meeting, so please invite your neighbors to this event and look forward to seeing you there.

Historic City Park Neighborhoods 1st Bi-Laws

Name:

The name of the group shall be Historic City Park Neighborhoods 1st.

Purpose:

The purpose of the group shall be to promote a better neighborhood and community through group action.

Membership:

Any person who resides in the area between Key Street and Memorial Boulevard to Union Place and W. Howard Street and from Chestnut Street to Highland Avenue and Highland Way and the area encompassed to the west of the City Park is eligible for membership. Membership is also eligible to property owners, business owners, churches and non-profit organizations located in this area.

Officers:

The officers shall be a President, Vice President, Secretary/ Treasurer, who shall be elected in October of each year. The term of office shall be one year.

Executive Committee:

The officers and committee chairpersons shall constitute the Executive Committee and may act for the group between meetings.

Meetings:

Regular meetings will be held on the first Wednesday of each month at 7:00 PM at the Emmanuel United Methodist Church.

Minutes:

Minutes will be kept of all official board, committee and general membership meetings. One copy will be maintained by the group and one copy filed with the City of Hagerstown.

Quorum:

A minimum of seven members must be present to conduct official business.

Amendments:

The bylaws may be amended at any regular meeting. Two thirds (2/3) of those members in attendance approve the amendment.

1. Election Election of Secretary/Treasure took place first with only one nomination to Heather Holman of Reynolds Avenue.

Since two Candidates for are running for President and no Candidates for Vice President it was motioned and confirmed that the winner of the election shall be elected President and the later shall take the Vice President Role.

Deborah Agee of Reynolds Avenue – Wants to make a more cohesive neighborhood.

Laurel Kahn of Reynolds Avenue – Organized the block party, contacted Cindy Blackstone to get the ball rolling on Historic City Park Group, wants to organize events such as a talent show and Christmas party so everyone can get to know each other.

  • Heather Holman was confirmed in as Secretary/Treasurer.
  • Winning 13-10 Laurel Kahn is elected President.
  • Deborah Agee is confirmed as Vice President.

All positions are for a 1 year term.

2. Brief Explanation of Neighborhoods 1st Group Some of the Benefits:

  • The opportunity to get to know your neighbors and neighborhood issues.
  • A direct link to talking to the city and police department to let them know about your neighborhood issues such as crime and code compliance.
  • A budget of $1000 for beautification/events for your neighborhood.

3. Discussion of Next Meeting Agenda
  1. Meeting will be on November 4th @ 7pm at the Emmanuel United Methodist Church at the corner of Summit and Howard.
  2. Fire Marshall to come and talk about Fire Safety on Dec 2nd Meeting.
  3. Block Captains are needed for letting the group know the issues on your block.

4. Discussion of Crosswalk @ Reynolds to the City Park The issue of the dangerous conditions for people who try to cross Virginia Avenue at the entrance to the City Park (located approximately at the end of Reynolds Avenue) was brought up in previous meetings. The Hagerstown Traffic Board held a meeting September 10th, 2009 where the addition of a new crosswalk was motioned but not 2nded by the 5 member traffic board. One of the members of the traffic board happens to live in our neighborhood and explained that the reason the board does not want to install a cross walk is because it would provide a false sense of security to those crossing and it is too close to the other crosswalk in front of the Surrey School. That the Surrey School uses their crosswalk on a daily basis and the cross walk at Reynolds would mainly be used during the summer when there are events in the park.

It was also mentioned that Virginia Avenue is considered a State highway (US-11) and changes to it would be more difficult.

Lt. Reynolds Recommends one of these courses of action if the group is still interested in pursuing this issue of which he would support the group in their choice:

  • Go directly to the mayor that the traffic board reports to with other examples on how cities of similar size deal with their pedestrian traffic.
  • Go back to meeting with city with new ideas and data.
  • Go to city engineer for a list of new solutions

The group suggested these possible actions:

  • Limit Parking around the corner of Reynolds & Virginia for improved visibility for both pedestrians and vehicles and have the city park provide better signage for parking at the park and not on the roads.
  • Have a police officer stationed for traffic control during City Park Events (Lt. Reynolds says this is not currently feasible because of the lack of officers available to the city)
  • Invite the traffic board to a Historic City Park NH1st Meeting to discuss it with the group.

Event – John Brown Halloween Spectacular

JOHN BROWN HALLOWEEN SPECTACULAR - FRIDAY, OCTOBER 16, 2009

6:00 – 9:00 P.M. $5 Per Person

Portrayed by Larry & Constance Clowers, General Ulysses S. Grant will discuss his life, the war and his family’s connection to John Brown, while his wife, Julia Dent Grant will present a fashion show. Tour the Museum’s galleries with Ann Griffith as she tells haunting and tragic tales of Union and Confederate soldiers. Children can participate in bullet carving, an art form popular among troops as they model a bullet-sized piece of clay into a work of art and silhouette cutting, another fashionable pastime. Have your photograph taken as Abraham Lincoln, don the famous top hat and beard of “Honest Abe” as you pose for our photographer. Period refreshments such as gingerbread, hard tack, short bread, lemonade and apple cider will be sold in the galleries. Tickets are $5 per person for this very special, after-hours family event and can be purchased by phone or in person. Sponsored in part by the estate of Ms. Jane Steffey in memory of John Grason Steffey and Mary Erwin Steffey.
